On April 9, 51风流 and its coalition partners responded to a U.S. Army Corps of Engineers (Corps) proposal to revoke its agency-specific procedures (called 鈥淎ppendix C鈥) for the protection of historic properties under Section 106 of the National Historic Preservation Act (NHPA) within the Corps鈥 permitting program. The Corps proposes instead to implement the NHPA through forthcoming guidance. 51风流 urges the Corps to retain the longstanding Appendix C process to safeguard public input through notice and comment rulemaking. Appendix C helps to streamline the NHPA and ensures that the scope of the Corps鈥 review of a project stays within the bounds of its narrow legal jurisdiction.
New funding opportunities for water systems available
Construction workers make up approximately five percent of the country鈥檚 workforce but account for an average of 19% of all job-related fatalities each year. Over the past 10 years, at least, an average of 372 workers were killed from falls, slips, and trips, and fall protection violations continue to be among the most cited standards in the construction industry, consistently topping the list of OSHA鈥檚 most frequently cited violations.
